I had a crazy growth spurt with my vallisneria about 5 months ago - it was sending out new runners every week. I think a school of black neons should be fine. If they do end up being too much, which I highly doubt, you could always bump up the water changes to 4 times a week for a bit.

I've had experience with both Discus and Congo tetras, and I gotta say, they don't quite mix well. The Congo tetras' high energy can be overwhelming for the Discus. Considering your tank setup and the Discus' gentle nature, I think a school of peaceful Rams would be a great ...
