I'm inclined to think this isn't normal behaviour and could be indicative of a disease. To better understand what's going on, it'd be great if you could provide clear pictures and a video of the corydoras exhibiting this behaviour.

Emperor tetra behavior: peaceful or territorial?

I've never had the pleasure of keeping hengels, but I do have some experience with harlequins - they're lovely little fish. They thrive in large schools, are incredibly peaceful, and display some beautiful colors. Soft water is definitely their preference, so investing in a reliable liquid test ...
