is their behavior a form of aggression or just ignorance?

my sailfin tang and yellow tang, same size, and i've witnessed this behavior a few times, looks like they're attempting to spawn, reminds me of how silver dollars spawn, same exact actions.

ive been told it's impossible for them to actually spawn, but is it impossible for them to try? or is this just aggression?

Hi, I've had similar experiences with my tangs - they're related, so it's likely just aggression. My sailfin and yellow tangs display this behavior quite often, raising their dorsal fin as a threat.
