How to replant pearlweed successfully

I'm having trouble getting my pearl weed to stay put - it just won't stop floating. Any advice would be super helpful. I know I'm overdue for a trim, finals have just been crazy.

Your substrate looks pretty thin, which can cause issues for plants until they get a good root system going.

Another option is to use non-toxic weights on the pearl weed - this should keep it in place on the substrate until its roots are established.
