I've had similar issues. Turns out my tank was too clean. Frogbit thrives with some nitrates, so if yours are too low, it might not grow. Aim for 10-20 ppm.

Consider the temperature as well. Frogbit prefers warmer water, around 75-80°F. If your tank's cooler, it might slow down growth.

This is spot on. I had to cut back on water changes to let the nitrates build up a bit, and my Frogbit took off.
