We had those old frame tanks too, and instead of tar, we used putty to seal the glass to the frame.

It's possible our tank initially used putty, back when my father built large aquariums, he had a massive 45-gallon drum of tar for seating glass in fiberglass and steel frames. The 20-gallon tank I inherited needed repairs a few times over the years.
