In a well-established filtration system, ammonia buildup isn't typically an issue. The bubbles not popping is more about the surface tension caused by films. Any presence of protein or fat in the water, usually from food, creates this film and hinders bubbles from popping quickly. This often indicates the need to skim the surface to facilitate better gaseous exchange, and possibly reassess the food you're using, as I've found from experience.

If you're not careful with feeding or have some sort of tank issue like a death, then yeah, ammonia spikes can be a concern. But like sidthy said, the most common reason for bubbles is probably the film on the surface from food and such.
