Honestly, 2 gallons just isn't enough for a betta. I'd recommend doing at least 50% daily water changes with dechlorinated water, but given the tank's size, I'd personally do 80% until your betta's health improves. Also, make sure the temp of the replacement water matches the tank's temp.

That's duckweed, Lyuba. Grows incredibly fast, barely any effort needed. It'll cover the top of your tank in no time. Looks nice, in my opinion.

It's likely fin rot, which is pretty common in bettas. You've got a couple of options - you could try to exchange him at the LFS, or attempt to treat it with medication and regular water changes, just be sure to follow the instructions on the meds.

I noticed that if you test for ammonia after dechlorinating, you might find some in the water. That's because dechlorinators convert chloramine into ammonia. Another way to get an ammonia source is by putting a small piece of cooked, non-oily fish into the tank and letting it break down.
