I think the substrate depth could be the issue here. I've found that swords tend to do better with a deeper root network, so I'd recommend aiming for 2-3 inches of substrate. If it's too shallow, they'll likely grow short and wide instead of developing those long stems you're looking for.

My water's around 5.7 dGH and I've found vallisneria does alright, I think the key is it's a root feeder so it's probably more about the nutrients in the substrate or using root tabs.

That Anubias is pretty large for the betta tank, consider moving it to the 20 gallon and then reposition the Java Fern behind the scuba helmet ornament - it'll fill out nicely over time.

Your setup is coming along nicely. Floating plants like frogbit would be a great addition for your betta, and they'll also help tone down the light on the Anubias.

I'd start by trimming off the dead bits, then you can attach it to whatever you like - driftwood, decor, doesn't matter. Superglue, fishing line or thread will all work, personally I think black marine-grade thread is the way to go.
