When you mention ammonia and nitrates are under control, I'm curious to know the actual readings you're seeing. What about your nitrite levels, are those in check as well? I've also been thinking that 24 degrees might be a bit on the cooler side for a betta - I've read they tend to thrive in warmer ...

I've had good experiences with sand as a substrate for my plants - no major issues to report. I'm not familiar with the specific plant you're working with, though, so can't offer much insight there. I also give my betta live food - she's really into daphnia, won't even consider the frozen stuff, and brine shrimp is another favorite.

Adding lots of fast-growing live plants would be great for the tank. They'd help with the water quality and give him some places to hide and rest.

More plants and some floating ones would be a great addition, allowing the betta to rest near the surface. I also recommend doing the "tights test" on the hardscaping and wood. If the tights snag on any part of the wood or rocks when stretched over your hand, it's likely sharp enough to cause damage ...

I'm pretty sure betta fish prefer temperatures between 75-80 degrees Fahrenheit. I know it's easy to say now, but maybe it would've been better to increase the temperature gradually, you know, one degree a day. The sudden jump might be stressing him out - maybe he thinks you're trying to cook him.
