15 scoops in 4 cups seems excessive, especially since the package says one tsp per 30 gallons. I'm a bit concerned about the concentration now.

I think I can help you figure out the measurement. Since you want to make a dip with about 4 cups of water, let's use the formula C1V1 = C2V2.
