To start, I'd recommend doing daily water changes of at least 50%. This can make a big difference.
What's the tank size, by the way? Also, what kind of plants are you using? Live or silk plants are generally better than plastic ones, since plastic plants have those sharp edges that can hurt your betta's fins. Floating plants work well with bettas too.

From the pic, it appears to be fin rot. Agree with the suggestion of daily water changes. Frequent water changes after healing would also help prevent it from coming back. Even if it's just a fin tear - the faux plant in the photo caught my eye - daily water changes will still aid in healing.
