He's fishtanking, that's a verb right there.
Fishtank, noun, perfect description for him.
Fishtank person, that's the adjective I'd use for her.
And when he entered the room, it was a fishtankingly awkward moment.

I'm loving the idea of fishtank as a verb and adjective. "I'm off to do some fishtanking" has a certain ring to it, or how about "he fishtanked that presentation with style". The possibilities are endless, and I think we could really make fishtankering a thing.

There's room for discussion here, and I think Fishtankerer could also be a title - a badge of honor, if you will. The Fishtankerer is indeed a master of the art of fishtankering.

In a similar vein, Fishtanknotty could represent a state of being, like Fishtanknackered, or to put it bluntly, a bit of a fishtankrumple.

I think it should mean 'mysteriously captivating'. You know - that singer's a fishtank! She moved across the floor, fishtankily. There's something about her that just draws you in.

I'll steer clear of an example of the verb.

Oiltank could be the opposite, implying someone or something that's just, well, not captivating at all.
