I'll send a clear picture and video of the fish as soon as I can, hopefully that'll help you guys see what's going on and figure out what's wrong with him.

I can barely make out anything from the picture you've shared. Try taking some more photos and reviewing them on your computer - maybe you'll find a few that are in focus and show the fish more clearly.
I'd recommend doing a 75% water change and cleaning the gravel every day for a week to see if that makes any difference. Make sure to dechlorinate the new water before adding it to the tank.
Also, take a closer look at the fish's scales - are they sticking out from its body? And just to confirm, is the water temperature in the tank within the ideal range of 22-28C?
