Torches are sensitive to sudden changes. If you're adjusting flow, do it gradually over a few days to avoid shocking them.

I've noticed my torch does best when the flow is just enough to make the polyps sway slightly. Anything more and it retracts.

My torch was actin' up till I moved it away from the direct line of my powerhead. Now it's all good, no drama.

Torches seem to prefer slower, more predictable flow. Maybe try reducing the intensity of your wavemakers and see how it responds.

Less flow is usually better for torches. Mine's in a low-flow area, and it's thriving. Just gotta find that sweet spot.
