For a cost-effective and functional option, consider using play sand from a hardware store, the kind meant for kids' playgrounds. It's budget-friendly and does the job.
Play sand's not an option for me. 50 pounds is the smallest quantity, and that's just too much for me to handle. Aponogetons are heavy feeders, requiring a rich source of nutrients to flourish. Providing them with a couple of root tabs, supplemented with liquid fertiliser in the water, should meet their needs.
