His eyes do seem a bit bulgy, and that top lip is puffed out - could be the pic though. If you take some more pics, upload 'em to your computer, and then go through 'em to find a good side view, that'd be super helpful to share here, maybe we can get a better idea what's going on.

Try mixing it up with some mysis shrimp, frozen daphnia's a good option too, just be sure to scoop out any dead ones if you do go live. Mozzie larvae's another one, and even small bits of prawn or shrimp. You could also try tiny pieces of fish. Just experiment with different foods and see what works ...

Captive-bred Pygmy Seahorses would actually do well in your tank, they're pretty adaptable. Since they're captive-bred, which is a must due to the CITES ban, they'll eat frozen foods just fine. I'd say you're looking at an OB zebra or a blue zebra cichlid. Those yellow egg spots on the anal fin are a dead giveaway it's a male. Both of these species can get pretty aggressive, personally I'd swap them out for something more chill like peacocks or sunnygolds.

It seems like your betta's issue could be related to air in the intestine or a swim bladder problem. When fish stop swimming and float up to the surface, it's often one of these two causes. Epsom salt baths aren't really effective in treating diseases caused by microscopic organisms, they're more about drawing out fluid from the fish. I wouldn't think it would've made a huge difference in this case.

I'm worried about the mix of medications in the water, it's not a good idea to combine them as it can be toxic for the fish. The white around the mouth area, I think it's excess mucus caused by the chemicals in the water.
