I think you're overthinking the whole plant leaf thing, to be honest. Domesticated fish aren't really affected by the stuff, breeding-wise. Wild caught ones might appreciate a bit of tannin in the water, but it's not like it's going to make a huge difference in encouraging them to breed.

It really comes down to how well the rest of the tank's inhabitants are being fed. If the adults in the tank are getting all they can eat and there's ample space for everyone, I reckon some of the little ones might just make it to a decent size. On the other hand, if the other fish are going hungry ...

I'm not sure about the blue under the chin thing, I've noticed fish can change color depending on their mood and the time of day.
The bloating's still a mystery, but I'd keep the tank clean and use salt for another week to help those fins. Maybe try feeding something different, like a varied diet ...

He's eating, no poop around. His poop used to be brown, like little raindrops. That's a good sign.
His fins look pretty rough, though. How long have they been like that?

collect a few live foods, bring them home and culture them for a few generations, that way you can be sure they are safe and clean for the fish, then use the cultured foods for feeding.

Is your betta eating anything at all? What's the condition of its poop like? Have you checked the water parameters - ammonia, nitrite, nitrate, and pH? It would be really helpful if you could share some pictures and a short video of your betta, that way we can get a better idea of what's going on.
