Yes it will kill shrimp if it says not to use it. The ingredients would be helpful to know, as that will give us a better idea of what we're dealing with.

I'm in a bit of a bind with my betta's Popeye treatment. I'm doing frequent water changes, but I still need to medicate him. Water changes are crucial now, not tomorrow. Your betta's popeye indicates an infection in his sinus, which needs immediate attention. I hope you've been doing regular 25-30% water changes weekly - this is far more important than testing the water. In a 5-gallon tank like yours, pollutants can ...

I think your water readings are actually okay, to be honest. Could be something else going on, though - he might have popeye, that's what it looks like to me. Would love to see some more photos of him, especially from the side and from above, if you can get those?

Honestly, I think the wood and rocks are overkill if you've got enough live plants providing shelter. The tank in the image doesn't seem to have the right plants for a betta, though - they need some floating plants and taller ones to rest at the surface.
