My betta was like that till I added almond leaves. Maybe try tannins? They're chill with it and it helps water quality.

I've taken a good look at your setup, and I think I see the issue - your water looks milky cloudy, which tells me your filter probably isn't established yet, and you've likely got an ammonia problem on your hands. This would explain the fin damage.
