I'd second the peat idea. It's a cheap fix and won't nuke your tank like chemical buffers can. Just toss a mesh bag in your filter. Also, how often are you testing? Daily swings are normal, but if it's consistently high, something's up.

A year's a long time for Stratum to keep buffering. You might wanna swap it out or add some peat granules to the filter. Also, your KH's low, which means your pH could swing hard if the Stratum stops working. Not a chill situation for Tetras.

True that. Also, hit up garage sales for old tanks to use as sumps. My buddy scored a 20-gallon for $5. Just gotta clean it real good.

Yep, DIY is the way to go. I snagged a cheap powerhead from eBay for flow, and it's been solid for months. Skip the fancy gadgets, just keep up with weekly 10% water changes. Oh, and feed 'em reef roids once a week, they'll pop.

I'm really hopeful that all the changes I've made will make a big difference for Prim. Thanks so much for all the advice and help - I really appreciate it. I've moved Prim into a 5 gallon tank now and it's currently at about 78 degrees, which I'm hoping is more to her liking.
