For a 20 gallon, you could also try Ember Tetras. They're not as shy as Neons but will still dart into the Bacopa when spooked. My tank's got a simple HOB filter and no CO2.

Dwarf Gouramis might work. They're shy and will tuck themselves into thickets of Hornwort. Just make sure the plants are sturdy enough to handle their size. My tank's got a sand substrate and a low-flow canister filter.
