I'd second the floating plants idea. My Discus tank has a mix of frogbit and dwarf water lettuce, and the fish seem way more relaxed. Also, how's your water flow? High flow + bright lights can make them bolt. I run a canister filter with the spray bar pointed at the back wall to keep it gentle.

Sounds like they're just being drama queens. Mine do the same thing, especially if I skip their evening feeding. Try feeding them a bit later and see if that cuts it.

How's the male acting? If he's not cleaning a surface or showing off to the female, he might not be ready. Also, what's your substrate? Bare bottom tanks can sometimes make them feel exposed.
