Discovering tiny surface jumping bugs on floating plants

I've got these tiny bugs on my floating plants, mainly the red root floaters. They jump off when I move the plants, then jump back onto the water's surface. They've been around for about a month now, and I was hoping they'd disappear, but they're multiplying. My pearl gourami aren't eating them ...

I'm in the process of revamping the tank and I've been pondering what inhabitants to introduce.

Schooling nano species in groups could be an intriguing option.

Would I be underutilizing the space, though? Perhaps incorporating a central focal point, such as a Betta accompanied by a few females ...
