Vallisneria is a good call, but it can spread fast in sand if you're not careful. Maybe start with just a few runners.

If you're worried about light blocking, you can corral the Frogbit with airline tubing. It keeps it contained but still lets the rasboras enjoy it.

Anubias and Java Fern are solid choices. They don't need much light and rasboras seem to like the broad leaves. Just attach them to driftwood or rocks.

Fluval filter for tropical setups
I'm setting up a 30 gallon tropical tank and considering a Fluval 307. Anyone have experience with this filter for a similar setup? I've heard mixed reviews about the flow rate.

Maybe give API aquarium salt a shot, at the right dose for his tank, and bump the temp up to around 80. See if that helps him perk up. Fingers crossed it does.

I'm no expert, just got back into the hobby last year, but I'll try to help you out. A few questions to start - what kind of plants are in the tank? Have you run a water test recently, checking for nitrite, ammonia, pH, and double-checking the temp in that tank?
