The soil you've chosen should work just fine, provided it doesn't contain any synthetic fertilizers. I wouldn't stress too much about breaking down the larger chunks - personally, I think they release nutrients more slowly, which can be beneficial in the long run.

It sounds like you're dealing with a case of Blue green algae, also known as Cyanobacter bacteria. This stuff is basically a photosynthetic bacteria that thrives on nutrients, low oxygen levels, red light and slow water movement - pretty much the perfect storm for it to take hold.

I've used a peat-free top soil from Homebase in my 90L tank. It's worked a treat with the plants, but be careful not to overdo it as the nutrients can leach into the water column.
